IBM Senior Vice President Dario Gil says calls for a global AI regulatory body are unrealistic. Also Director of Research, he believes that existing enforcement bodies should instead be given the means to circumscribe the risks of AI. Finally, Gil expressed his opposition to a licensing model for AI, arguing that this would create regulatory capture by existing players capable of creating large models, thus inhibiting the ability of startups to participate in AI's value creation.
