CHAPTER - I

INRODUCTION & INSTRUCTION FOR BID SUBMISSION

1. About CONCOR
   Container Corporation of India Limited (CONCOR) is a leading Multi-Modal Logistics Service Provider and largest Container Train Operator in India. The company has a vast network of Domestic and Exim terminals pan India. CONCOR is a Navratna CPSE under administrative control of Ministry of Railways and its equity shares are listed on NSE and BSE.
2. About the Project
   CONCOR has constructed three Warehouse structures having total area of 22500 Sq Mtr (7500 sqm x 03 Nos.) or 242100 Sq.ft. (80700 Sq.ft. x 03 Nos.) Each Warehouse is having area of 7500 sqm with dimension 125 Mtr (Length) X 60 Mtr (Breadth) X 12 Mtr (Height). All three warehouses are ready to use. NOC from fire department is received for all three (03) warehouses. These warehouses are situated at Inland Container Depot-Dadri,Noida-Dadri Road, Tilapata, Greater Noida, Dist. Gautam Buddh Nagar, Uttar Pradesh.
3. Scope of Works for Warehouse Partner
4. 1. To increase Rail bound EXIM/Domestic traffic of ICD Dadri.
   2. Bidder can develop raking system in the warehouse for better management of goods storage.
   3. Raking system shall be undertaken by the bidder at their own cost.
   4. Plan for development of Raking system shall be shared in advance to CONCOR to get approval from CONCOR without disturbing the existing infrastructure.
   5. The infrastructure developed by the Bidder will become the property of the CONCOR at the end of lease period.
5. Instructions for Bid Submission
   Tenderers must read these instructions before submitting the bid:

1. The bid document can be downloaded from the website www.tenderwizard.com/CCIL during the tender issue period.
2. This tender notice is also available on the web site www.concorindia.co.in and website of Central Public Procurement Portal (http://eprocure.gov.in).

4. Any downloading from the website is at the sole risk and responsibility of the user. CONCOR will not be responsible for delay/ difficulty/ in-accessibility of downloading for any reason whatsoever.
5. For addendum/ corrigendum, Bidders should visit www.concorindia.co.in and www.tenderwizard.com/CCIL, if any, till the time of opening of the bid. Newspaper press advertisement shall not be issued for the same.
6. All bids must be submitted through e-tendering mode only through the website www.tenderwizard.com/CCIL containing two separate e-bids viz. Technical Bid and Financial Bid. Bidders who qualify in technical evaluation will proceed for

further process. No other mode is acceptable and will be summarily rejected if the bids are received through any other mode.

1. Bidders submitting their offers as MSE, registered for the item tendered, shall be exempted from the payment of sale price of tender document fee, if they submit the current and valid registration certificate (Refer clause 4) for the tendered item.
2. To participate in this Tender, it is mandatory for the interested parties to have user ID & password, issued by M/s ITI Limited.
3. The instructions issued by Department of Public Enterprises (DPE) on the subject "Restrictions under rule 144 (xi) of General Financial rules (GFR's) 2017" vide letter dated 30-07-2020 and subsequent letter(s) shall be applicable to this tender.

10)A pre-bid meeting would be held on 10.01.2024 at 15:00 Hrs to clarify doubts, etc. before the bidder submits its bid.

11)Any clarification on bid documents can be sought in writing and should reach this office two days before the pre-bid meet for CONCOR to examine the same well in advance.

1. All the bids received shall be opened on the date and time mentioned in the Tender Notice. The sequence of opening shall be:
2. 1. Technical Bid.
   2. Financial Bid.
3. The Earnest Money Deposit of 2,50,000/- to be paid through e-payment or crossed Demand Draft or Bank Guarantee (BG) from any Nationalised / Scheduled Bank in the proforma approved by CONCOR (Appendix-10). The BG should be valid for minimum Six months from the date of opening of tender. Scanned copy of e-payment/DD/ BG should be uploaded in the website www.tenderwizard.com/CCIL.
4. The Original DD/ BG should be submitted to CONCOR before opening of the tender.
5. Bidders submitting their offers as MSE, The bidders qualifying as MSE (as per Clause 4 of Chapter-II) shall be given the following exemptions: -

1. Tender sets shall be issued free of cost to MSE's registered with the above Agencies.
2. Bidder will be exempted from payment of Earnest Money Deposit (EMD).

1. Technical Bid: The Technical Bid will contain all pages of Bid Document, including corrigendum/addendum, if any, signed by the authorized person and scanned documents listed below must be uploaded on or before 15:00 Hrs of 24.01.2024 on the website www.tenderwizard.com/CCIL:
2. 1. Signed and stamped copy of the Tender Document on each page.
   2. Eligibility Criteria Documents mentioned in the Chapter II
   3. EMD of 2,50,000/-.
   4. Applicable documents mentioned in clause no. 4,5,6,7 of chapter-II
   5. Tender Letter for submission of E-Tender(Appendix-2)
   6. Certificate regarding the Bidder sharing the land border with India to submit the following certificate:

1. "I have read the clause 13 of Section-II, regarding restrictions on procurement from a bidder of a country which shares a land border with India; I certify that this bidder is not from such a country or, if from such a country, has been registered with the Competent Authority. I hereby certify that this bidder fulfils all requirements in this regard and is eligible to be considered. [Where applicable, evidence of valid registration by the Department for promotion of Industry and Internal Trade (DPIIT) shall be attached.]"
   And Certificate by the bidders in the cases of specified (ToT)

"I have read the clause 13.0 of Section-II, regarding restriction on procurement from a bidder having Transfer of Technology (ToT) arrangement. I certify that this bidder (i.e."Name of the Bidder") does not have any ToT arrangement requiring registration with the Competent Authority. Or (Think Logistic Think CONCOR).

1. 1. "I have read the clause 13.0 of Section-II, regarding restriction on procurement from a bidder having Transfer of Technology (ToT) arrangement. I certify that this bidder (i.e."Name of the Bidder") has valid registration to participation in this procurement. [Where applicable, evidence of valid registration by the Department for promotion of Industry and Internal Trade (DPIIT) shall be attached.]"
      Verification of local content: Class-I local supplier/Class II local supplier shall be required to provide a certificate from the statutory auditor or cost auditor of the company (in the case of companies) Or from a practicing cost accountant or practicing chartered accountant (in respect of suppliers other than companies) giving the percentage of local content. (For details, plz refer Clause 14.2 of Section-II).The onus of submission of requisite documents in support of above eligibility/experience lies with the tenderers.
2. Financial Bid: The Financial Bid duly filled and digitally signed as per format in Appendix-1, shall be uploaded on or before 15:00 Hrs of 24.01.2024 on the website www.tenderwizard.com/CCIL.
3. This document will be an integral part of the contract, to be entered into with the successful bidder. Therefore, prospective Parties are advised to go through the same carefully before filling the Tender.
