Mr. Leong is also a Member of the Malaysian Bar Association, Institute of Engineering & Technology, and The Institution of Engineers Malaysia.
He holds an undergraduate degree from the University of Buckingham, a doctorate from Kanazawa University, and undergraduate and graduate degrees from Universiti Tenaga Nasional Sdn.
